龙井市科学技术协会是北京地区科技工作者的群众组织，是北京市委领导下的人民团体，是推动科技事业发展的重要力量。北京市科协成立于1963年，由市学会、基金会、区县科协及基层组织组成。目前拥有市学会、基金会191个，区县科协16个，企事业单位、经济技术开发区、科技园区科协等基层组织303个，会员达40余万人。

　　Beijing Association for Science and Technology (BAST) is a mass organization for the scientific and technological staff in Beijing area, it’s the people’s organization under the leadership of the Beijing Municipal Committee, and it’s the important force which pushes forward the development of the science and technology cause. BAST was established in 1963, consisting of the municipal societies, foundations, district and county Associations for Science and Technology (AST’s) and primary-level organizations. At present, it has 191 municipal societies and foundations, 16 district and county AST’s, and 303 primary-level organizations including primary-level AST’s of enterprises, public institutions, economic and technological development zones as well as science parks. The number of its members reaches over 400 thousand.

　　多年来，北京市科协致力于为首都经济建设和社会发展服务，为提高全民科学素质服务，为科技工作者服务。2009年，北京市科协被认定为市级“枢纽型”社会组织, 发挥桥梁纽带、业务龙头、服务管理平台作用。

　　Over the past years, BAST has been devoting itself to serving the Capital’s economic and social development and improving the public scientific literacy as well as serving scientific and technological staff. In 2009, BAST was accredited as the municipal-level “hub-type” social organization, which exerts its function as the bridge, tie, business leading force and service management platform.

　　北京市科协紧紧围绕新时期北京经济社会发展的战略部署和中心任务，发挥科学共同体作用，集聚北京地区科技资源，通过组织开展科技专家季谈会、两界联席会议高峰论坛、学术交流月等多种形式的决策咨询工作，为领导科学决策提供智力支持。通过举办首都创新论坛，建立院士专家工作站，实施“金桥工程”、“农民致富科技套餐配送工程”等一系列工作，不断提升企业自主创新能力，稳步推进社会主义新农村建设。

　　BAST closely focuses on the strategic disposition and central task of the Capital’s economic and social development in the new period, it gives play to the use of the scientific community, gathers the scientific and technological resources in Beijing area and provides intellectual support for the leaders’ scientific decision-making through organizing and carrying out the decision-making consultation in the diverse forms of the Quarter Seminar for Scientific and Technological Experts,the Joint High-level Forum of Beijing Association for Science and Technology (BAST) and Beijing Federation of Social Science Circles (BFSSC) and the Academic Exchange Month of Science and Technology, etc. BAST continuously enhances the enterprise self-dependent innovation capacity by holding the Capital Innovative Forum, establishing the Academician (Experts) Workstation, and implementing the series work of the “Golden Bridge Project”, etc; it steadily promotes socialist new rural construction by implementing the series work of “Scientific and Technological Package Distribution Project for Farmer Prosperity”, etc.

　　Providing Service for the Improvement of the Public Science Literacy

　　北京市科协充分发挥全民科学素质建设牵头单位和科普工作主要社会力量作用，广泛搭建平台，促进科普资源共建共享，突出重点，有针对性地持续开展多种形式的群众性科普活动，积极构建科普工作社会化格局。持续举办“北京科技周”、参与“全国科普日”、“北京青少年科技创新大赛”等大型科普活动。实施“社区科普益民计划”，创办“首都科学讲堂”，引进国外优质科普资源，举办“北京科学嘉年华”活动，启动“北京科学中心”和“蝌蚪五线谱网站”等重大建设项目，科学素质建设和科普工作能力进一步增强。

　　BAST gives full play to the use of the leading unit for the public science literacy improvement and the main social forces of science popularization, it extensively sets up platforms, promotes science popularization resources construction and sharing, emphasizes key points, continues to carry out the typical mass science popularization activities in diverse forms and actively constructs the socialized pattern of the science popularization work. It persists in holding Beijing Science and Technology Week and participates in the large-scale science popularization activities such as the National Science Popularization Day and Beijing Youth Science Creation Competition, etc. It implements the Program for  "Benefiting People by Means of Science Popularization in Community”, initiates the Capital Science Lecture, imports foreign excellent science popularization resources, holds Beijing Science Festival and launches the great construction projects such as Beijing Science Center and Tadpole Stave Website (a science popularization website oriented to the youth), etc. Thus, the capacity for carrying out science literacy improvement and science popularization has been further strengthened.

　　北京市科协积极为科技工作者开展学术交流搭建平台、创造条件。以为科技人才成长服务为重点，实施“青少年科技后备人才早期培养计划”、“青年科技人才成长计划”、“海外智力为首都建设服务计划”，促进科技人才成长。推动实施“发挥离退休科技人才作用计划”，为老科技工作者老有所为创造条件。通过表彰举荐优秀科技人才，做好科技工作者继续教育，开展科技工作者状况调查等各项工作，有力促进了“科技工作者之家”建设。

　　BAST actively establishes platforms and creates conditions for scientific and technological staff to carry out academic exchanges. It emphasizes the growth service for scientific and technological talents, implements the “Early Cultivation Plan for Juvenile Scientific and Technological Reserve Talents”, the “Growth Plan for Youth Scientific and Technological Talents” and the “Plan of Overseas Talents Participating in Beijing’s Development”, to accelerate the growth of scientific and technological talents. It pushes forward the implementation of the “Plan for Giving Play to the Use of Retired Scientific and Technological Talents” and creates conditions for the elderly scientific and technological staff to contribute achievements in their retirement time. Through rewarding and recommending excellent scientific and technological talents, BAST successfully carries out the continuing education for scientific and technological staff, and it implements each item of work including the status investigation of scientific and technological staff, which forcefully accelerates the construction for “Home of Scientific and Technological Staff”.

Strengthening the Self-Construction of BAST

　　北京市科协扎实推进“枢纽型”社会组织建设，积极探索“枢纽型”社会组织的服务和管理模式，建立和完善廉政风险防范管理机制，加强科协机关和团体专兼职干部业务培训，增进与境外和港澳台科技组织的联系与交流，拓展科技团体的发展空间，科协组织的影响力进一步提升。

BAST sturdily carries forward the “hub-type” social organization construction, actively explores the service and management mode of the hub-type social organization, establishes and perfects the anti-corruption management mechanism, strengthens the business training for the full-time and part-time cadres of the organ and organization of BAST, enhances the contact and exchanges with overseas scientific and technological organizations and those of Hong Kong, Macau and Taiwan area and expands its own development space as a scientific and technological organization. Therefore, the organizational influence of BAST has been further increased.
